step 1 :-  

          oppo f9 cph1823 security file.    : -.    link

as I shay here I repair  Oppo F9 Pro but you can also this method on any other device any MTK mod in MTK mobile space second

step 2 :- flash these file by spflash tool or mrt ,cm2 , miracle thunder, or any tool you have 

step 4 :- flash any firmware you have downgrade or upgrade not matter any you want or you have after flashing with any file you have you 

              chack you secure baseband is back now follow

step 5 : - emergency dial *#558# and open diag port 

step 6 :- know wirte you imei at At mode by any tool here I use jtag dongle
